Since launching field operations in Ukraine in 2015, IDLO has developed a targeted portfolio of work aimed at combating corruption, increasing transparency across the justice sector and introducing good governance practices. This includes providing the Government of Ukraine with support on anti-corruption, public procurement and administration, prosecution, judicial administration and deregulation reforms, with the aim of enhancing the capacity and integrity of Ukraine’s public institutions and helping to build confidence in public administration, justice and the rule of law.

Following Russia’s full-scale invasion of Ukraine in February 2022, IDLO has remained committed to continuing to advance this longstanding work, while also expanding its efforts to strengthen the capacity of Ukrainian institutions to address emerging wartime justice demands.

Notably, IDLO has been assisting the Office of the Prosecutor General in its oversight of the documentation, investigation and prosecution of alleged war crimes and violations of international humanitarian law. It also serves as a partner to the Atrocity Crimes Advisory Group, established through a partnership between the US, UK and EU governments, and provides technical and expert assistance to Ukraine’s State Agency for Reconstruction and Development to facilitate the effective, efficient and corruption-free rebuilding of critical infrastructure and public property.

IDLO recently commenced a further programme to support the government’s specialized division for the prosecution of conflict-related sexual violence in the institutionalization of survivor-centred and trauma-informed approaches to investigating and trying these crimes.
